its a bit of a toss up for me between the street fighter ex games and kof 98
street fighter ex plus alpha was one of the first fighting games i ever owned and i learned some of the basics from playing that
and kof 98 because it was the game that got me focused on kof, taught me the basics and it's the game i feel kind of at home playing

As of right now, feels like a tie between 2002UM and XIII. 2002UM with a collection of some of my favorite fighters combined, and XIII with a balance and system that makes me want to invest in most of, or the whole cast.
Honorable mention to Samurai Spirits 4, 3rdStrike, and VF5FS.

BlazBlue for me, i take BB over any other fighter.

Real Bout Fatal Fury 2. It's fast paced, really nice variety of characters, and it controls very well.
Runner-Up goes to Garou:Mark Of The Wolves and maybe The Last Blade 2.

Crap, forgot to tell why:
- Fast gameplay.
- Nice/many mechanics (Rapid Cancels, That parry thing, drives, negative penalties,etc) even if some are underused.
- Crazy-ass and unique characters. Yes, i know it has a heavy animu flavor, but still.
- Almost all characters have really unique gameplay product of the Drive System.
- The story may be too complicated or just bad, depending of who you ask. Personally i love it and i like how all characters are developing at least a bit.
That's what i remember from the top of my head right now.

negative penalties
Honestly, I think negative penalty is one of the worst ideas in a fighting game ever.

JJBA, SFEX2+(does that count technically?), Last Blade 2, NGBC, Akatsuki Blitzkampf, and Melty Blood are all in a 5-way tie...
I honestly think my true fav by far is Akatsuki Blitzkampf because of it's balance and true reliance on poking. Each character is equally viable, and can truly be a threat, even if you're playing someone like Fritz who is basically all pokes and minor mixup options...
If 2.5D games count, then it's all for SFEX2+, the only SF worth playing other than SFZ2. I'll break that one down later...

Probably KOF 98UM. Lots of ex characters. Messing with music. Just wish the online on xbl was better.

negative penalties
Honestly, I think negative penalty is one of the worst ideas in a fighting game ever.
I didn't like it at first, but then I realized GG is a more aggressive game and it rewards you for it. Sure, the defensive aspect is there, but you tend to lose something out of it (i.e. - burst, guard meter, health, etc)... Plus negative penalty keeps you from playing cheesy... There's workarounds for it, but the only person that truly benefits from that is Axl and only when he fights Potemkin (well it was like that in GGXX/)...

I think pretty much being defensive in any "anime" type game, including Marvel, is bad news for you. All these type of games have ridiculous mix-ups that almost come out instantly and hard lockdown, even though you're given options like guard canceling, push blocking or faultless defense, etc, they aren't always the end all solution.
You gotta hit the buttons and stay on the offense!

I guess it is safe to say that I love the KOF games in general as 2D fighters... and a handful of other 2D fighters.
Specifically speaking I love KOF96, 97, 98, 2000, 03, XI, 02UM, and XIII...
Other 2D fighters that I enjoy are SFA2, CVS2 (despite the dumbass SNK character nerfs, even though I default to SNK character anyhow), and Skullgirls
