I don't mean to single out that list, my thought is that constructing a list you have to be consistent in factors weighted. A lot of these lists seem to lack consistency in that they rate one character high with certain attributes, but another character arbitrarily low with similar attributes without clear reasoning behind it.

I don't understand how you can tier a char like Shen lower (who is not meter dependent, in fact a great battery ) then have chars like Vice and Claw Iori up there who are obviously more meter dependent. Very inconsistent list.

Observing lists in general, it seems tiering is based primarily on major factors such as relative damage output and toolset and placements reflect individual biases towards these characteristics (IMO, matchups should factor as well). For example those tiering Claw Iori so high obviously do so because of his absurd BnB damage, however Ex Iori is the more well-rounded character, just does not benefit from meter nearly as well.

On Elizabeth's BnB, I'm having trouble landing the j. ;d. Is there any specific timing on do have a particular jump or hop?

It's a jump (not hop) upforward midscreen, straight jump up in the corner. You have to hit it early before they tech in the air.

For those who don't know, there's a shortcut for EX dash ~ command grab. You can input the grab as 360(clockwise). Thanks to Chris-tan for the info.

Kyo being really simple doesn't keep him from being top tier. In arcade, everyone knew what Raiden was going for. Didn't change the fact that DK was a broken move.

 Kyo gets very high damage off practical confirms, mid-screen and in the corner. He also has a well-rounded movelist and decent normals. He can't help but be good.

(Pressure)

I just run in with d.B, d.A, and press forward getting ready for forward+A. If the d.B hits, then I press A and continue. For dash s.C, I just run in and see if the opponent is doing something and may get hit then I'll do forward A if I feel it's gonna hit.

(Jump-ins)

j.A - Up close fast air attack (air to air or ground)

j.B - far distance air to air, use like a poke

j.C - Up close slow but low hitting air attack - good against people who like to d.A anti air

j.D - far distance / air to air

j.CD - against people who use d.C and for super long block stun


(Mixups)

Yeah if they're able to block most of the things I do I'll go for grab/crossup/frame trap.

The best setup is using close stand B first then either
   - stand C link
   - stand C frame trap (slightly late s.C)
   - command throw / regular throw
   - another jump attack or cross up
   - s.A, s.B then far s.D for poking

Cross ups are harder in console in that you can't hop over a standing opponent in console. So I use it a lot less now.

(Basic offense)

Most important thing is to poke with s.B and s.D and j.B or D at it's max range to harass if you have trouble getting in. You have to really know his normals well. When you can get in, j.Cs and d.B, d.A pressure until you can hit confirm. Also manage your meter wisely meaning go for only combos using just super meter or just HD. Use both if it's for the kill. I tend to use only standard combos or HD combos. Standard combo would be s.C, f+A, qcb+C, super (or d.B, d.A as starter).

Sounds like a balanced assessment on a balanced game. Most listed as "mid tier", with top tier standouts being Hwa, Kyo and (possibly) EX Iori.

I dunno if some of his assessments are that accurate or in-depth, as he probably doesn't have extensive experience with every character.

Kula feels top tier to me, she was great in arcade and only big nerf is EX spin inv. but she got a buffed 5B which helps her already good footsies A LOT.
