It depends on what you think it´s good. IMO, he´s better than he was pre 1.03 patch, but far from top tier. Or even medium tier. He has a few tricks under the sleeve, but nothing great. Again, it´s just my opinion.

After playing with Choi for a while, he's okay, he doesn't have too many ground combos, he seems more useful in Max Mode, and you can juggle a couple of his EX moves together. I found myself using his auto combo quite a bit from his dive kick (down+B) or from his cross-up j.C.

His EX Hishou Kuretsuzan when pointed towards the opponent can cross-up easily which makes it fun (and annoying).

His EX Kyoushuu Shitotsu can home in on the opponent, but can be easily react-able and has no invul.

I will be writing up his wiki soon to add some brief info.
