The most funny thing is he is saying 8 button attack to  any qcf moves. Apparently these are the buttons he is forced to use to progress;  plus  . ROFL!

I've never heard of an arcade with an age restriction. That would probably just encourage kids to sneak in.

The first KOF i played  was 95 when i was a little kid at my local arcade, even though i coudnt go inside because of age restrictions i would actually sneak in and play one or two games before the owner found me, it helped that the cabinet was placed in such a way that i could hide myself and running away when found, coming later for a couple more matches
