Looks like he got buffed pretty nicely in final edition. I've always liked playing him.

To be fair Terry hasn't had much of a showing overall since those first match vids against the dev team. He's seen less and less in matches these days.
And in the new vid it looked like they kinda figured that Ralf out, he looked like he was playing more random though. His Maxima took over though and was damn solid, especially in that one round with that EX Air Vapor Canon barrage. Found it interesting how he seems to vary between offence and turtling with Maxima.

Ralf has better pokes, although the frames looks the same they seemingly have different priorities and recovery. The easiest example would be Clark can do s.D, df.A --> whereas Ralf cannot because his s.D recovers too slow (or pushes back too far). Ralf's far C and d.C is better than Clark's in my opinion, it feels like it has faster recovery although I can't be 100% certain.
Overall I think Ralf has better "tool" between his pokes, his air dive, his Ex qcf+P, qcb+P and his aerial normals although I just love Clark because I'm old school.

To answer you question, it's a combination of everything. K' has been known to have less options in this version but a combination of tweaks to his recovery plus the general system of XIII complements him well.
His special moves cancels well in HD, his Ex moves also work well with his cancel, his air.qcb+BCD shortcut helps activate into his HD juggles, his corner trap is strong and arguably one of the best (couple that with his low recovery on his specials), he charges up real quick (great first or last character), his qcb K.qcb K (Narrow Spike) setups for his juggles as well, great air normals and above average NeoMax all push him to the top tier category

It's because I just picked up K' in 2002UM and IT WAS LOVE AT FIRST PLAY but I hate it how it's considered cheap or dishonorable to pick him in XIII...
