I was initially a bit un-impressed with Kim in KOFXII and XIII after coming from 98+2k2+XI and RB2 Kim, but damn... XIII Kim looks awesome now that I seen what he is capable of in high level play lol.

It's more the damage scaling on Goro's hd combo than the Neomax which is troublesome, because if his hd combo would have 50+hits the neomax wouldn't have dealt that much.
(I'm 99% sure there is a syntax/grammar injury in the sentence above)
