Being a Joe player from back in the day, I wish he had his old finishers to his Bakuretsuken > fairly safe overhead or kick after confirm. Was great being able to use the overhead after the minimum amount of punches as a surprise - I remember being able to super-cancel that in a few of the previous KOFs.
I agree that he's decent in XIII, but given the priority/range on his normals, it takes a darn good amount of skill to play him effectively. Have not seen anyone dominate consistently with him other than Haregoro... Also from what I've seen in console videos, what they did with Tiger Knee is just right IMO (quick with
