Yes, Image 17 and 18 require to beat Arcade with Billy as 1st pick and Saiki as 1st pick, so it'll take 2 playtroughs.

Beat with Billy as first pick. No art unlocked. Am I missing something?

I think you have to beat Dark Ash with that character when you either play as Billy (or Saiki).

@sibarraz, I did that at the 1st playthrough and was stucked at 91%. However I tried again today and its still the same. I'm still missing scene 10, 11 and 30. Which team did you use? Thanks.

30 is you have to beat dark ash with team elizabeth

Pick Scene 8 > Inside the Stadium > Elisabeth team.

To get scene 10
Pick Scene 8 > Inside the Stadium > Kyo or Iori team.

To get scene 11
Pick Scene 8 > Inside the Stadium > Psycho Soldier Team.

I had a lot of trouble with this one myself. When you get to the first scene selection screen, choose the Sky Noah scene. After a few scenes, select Inside the Stadium and keep playing from there until you win the tournament and beat Saiki and Dark Ash, then you'll see scene 28 afterward. I chose the Elisabeth Team for this, but I don't think it actually matters which team you choose.

You only need to play the character to unlock the colours.  I think someone said 40 plays = all colours unlocked.  Is it possible you're playing the game without logging in with a user profile?  That seems like a way it'd not work for you.

Once when trying to get Saiki, I performed as many targets as I possibly could, making sure I lost with fighters so I would have 5 chances at the targets and neo max moves and Instead of getting Billy or Saiki after stage 3, I got Ash instead which surprised me as usually if I get him its after stage 5

What I am having problem with now though is the jigsaw... for the last day now it has been stuck on 76 percent and I am not sure what I need to do to complete it and completed 100 percent gallery.

Well, can't answer that question, but for more news.

Iori with Flames gets images in gallery (3, 2 normally, and 1 for Edit ending.)
I'll guess this will be the same with EX Kyo and Mr. Karate.

You won't be able to unlock both Billy and Saiki in one arcade playthrough. Once you beat stage three, you'll fight either of them. If you want to fight Saiki, you'll need 2,000,000 points by stage four. Also, I don't think intentionally losing to get more points will work, but I could be wrong.

I meant by winning a fight using several targets with one fighter, then performing several targets again with the same fighter on the next fight then making sure you lose that fight, it allowed me 5 rounds of targets per stage rather than winning 3 straight fights and that way it gives you more chance to get the amount of targets needed to get saiki.
just completed time trial with 30 fighters now but it doesnt mention it clearly that you have to use the 30 team players and using billy saiki or ash doesnt count towards the 30 so I had to use crappy chin and dou lon.
The only trials I wont be attempting though are the  command move ones as its no fun at all lol

What about Scene 32? how do you unlock that one? I'm at 94% and just need to open 32 up then go to 29... I went from scene 8 and beat the game with all teams..
