1st: Build meter and has overall good matchups.

2nd: Can abuse meter and do big damage off of that.

3rd: All of the above.
Team: Billy, Clark, Hwa.

Pretty much agree with the above. Your first character should be effective without using meter and should not have any severe matchup deficiencies. The second character should build off of the first character, being able to use (preferably minimal) stock to enhance their game. Good characters to put second are characters who may have holes that are otherwise plugged up by stock availability. Hwa Jai is a good example because he can use stock to get around good zoning (EX Dragon Tail or C Dragon Backbreaker), and he can also use his Drink super to become much more dangerous. The third character should be very well rounded so as to avoid any situations where you are stuck fighting a bad matchup at the end of a round while having to come back on multiple characters. They should also be able to make use of stock. Using Shen as an example, he can handle most matchups thrown at him and he becomes much more dangerous with stock available (EX command grab, 100% HD combos).

Honestly, Second Characters can be anyone.  Either an Alternate Point Character that can help build more meter or can switch with your current point for matchups, or you can use the Second Character to burn the house and swing momentum greatly in your favor to lock up a match.

Point Characters should be able to function well without meter, and can build it rather well.

Anchor characters should have a massive increase in damage when they have Meter and Drive, and should be able to put someone away very quickly in order to comeback if needed, or to finish off a match.

Also to keep in mind, it helps to not have all 3 characters be of the same discipline.

Is there any kind of general consensus on which characters are exceptionally good as a second character?  I use Mai and Robert a lot in the middle position, and they seem to both be pretty good at it.

Uh, usually if you need to go there, characters that struggle a bit without meter but don't exactly have the killer instinct with it.

King's a good example.  Elisabeth.  Saiki could fit that mold.
