Indeed, she just have some futuristic stuff on her that makes her look like a robot. Man... I need to replay that series, really loved the art-style of Megaman-Zero. Sucks that Megaman X gets way more attention.

It looks like MMCafe has a KOF XIII Dialogue generator (apparently based on the iPhone version), but i can't find it, i think you must be a member or something.
