avatar only uploadable from URL?

i want to upload avatars from my hard drive on my computer without uploading them, but as of right now it seems i can't do that. is there any way to change this?

that is odd, I'm pretty sure I uploaded mine from the HDD.

I disabled the feature since we are starting to eat through our storage rather quickly. I enabled the feature.

Only if it's uploaded to the server, which I don't think is possible.
