no i meant as in goros counter is his neomax, it already does almost 60% damage. imagine having a lifelead on console in xiii with goro, going hd mode with at least 2 bars and waiting or your opponent. any attack they do is 60% gone with 2 bars. if you have 3 bars, attack them and mix them up for a dm throw and cancel that ino nm, bam. console version of goro is gonn be pretty beastly as a 2nd or 3rd character.

apparently he was really good in the KOF-I so they slowed him down from that version to even him out in this game.

For someone who is trying to practice Billy for XIII is there a particular version of the character in previous editions that is similar to XIII/KOF-i Billy since I don't have an iphone or anything like that I can't practice in that.

I honestly don't think there's any previous version that's similar to XIII's Billy... His cr.b pokes and some other moves have changed dramatically, so knowing how to use certain moves would be difficult per sé...

The only thing I would suggest is try to test out situational setups with him that can possibly carry over in XIII... Just keep in mind the changes from his 02UM (or whatever previous veresion you're playing) to XIII...

Is Billy looking to be a good lead off/battery character? or is he a bit too meter dependent for that?

Traditionally I always preferred to use Billy as battery in KOF.  May be different in XIII due to EX's.

I just wish he had another DM.  (Liar Elemental perhaps)

I am pretty sure he is not meter dependant.
He seems to have a couple of nice normals to spam around a lot.
